WASHINGTON (Reuters) - The United States has decided to restore full diplomatic relations with Libya by reopening an embassy in Tripoli to reward the North African nation for scrapping its weapons of mass destruction programs, U.S. officials said on Monday.
In addition, the United States in 45 days would remove Libya from a U.S. list of state sponsors of terrorism, an official said.
